Goal

The Visual Signal Processing and Communications (VSPC) Rising Star Program was established in 2023 by the IEEE Circuits and Systems Society VSPC Technical Committee (TC) to annually recognize experts in emerging domains of visual signal processing and communications for their accomplishments and vision.

The Visual Signal Processing and Communications Rising Star Award will be presented annually at the IEEE Visual Communications and Image Processing (VCIP) conference. Selected candidates will be invited, with registration fees waived, to deliver a VSPC Rising Star talk of no less than 30 minutes. The precise duration will be determined by the VCIP Organizing Committee.

Through this talk, candidates will present their accomplishments and vision, and engage with VCIP attendees on the future of visual signal processing and communications research and applications. From the selected award candidates, one winner will ultimately receive the award. In exceptional circumstances, two winners may be selected at the same level.

Nomination Process

The VSPC TC will issue a call for VSPC Rising Star nominations, which should be submitted to the VSPC TC Chair and Secretary.

The VSPC Rising Star Award is given to an expert in visual signal processing and communications who is under the age of 40 at the time of the nomination submission deadline.

The nomination materials shall include:

  • (Mandatory) A 3-page CV describing the candidate and their most relevant achievements. A long CV is not required. The CV should notably address the assessment criteria below and demonstrate that the candidate’s achievements are in the field of visual signal processing and communications.
  • (Mandatory) At least two 1-page nomination letters from IEEE Fellows with relevant impact in the field of visual signal processing and communications.
  • (Optional) Up to two endorsement letters from other key experts in visual signal processing and communications.

Candidates must be nominated by at least two IEEE Fellows with relevant impact in the field. In addition, candidates should have published more than three papers in IEEE T-CSVT, JETCAS, ISCAS, or VCIP during the preceding five years.

Candidate Selection Process

Nominations will be reviewed by a Visual Signal Processing and Communications Rising Star Award Selection Committee formed by the VSPC TC Chair, the VSPC TC Secretary, the VSPC TC Award Subcommittee Chairs, and at least three IEEE Fellows who are or have been part of the VSPC TC.

Members of the Selection Committee may not provide nomination or endorsement letters for any award candidate.

The IEEE Fellow members of the Selection Committee are designated annually by the VSPC TC Chair by the end of July. The Selection Committee will be chaired by the VSPC TC Award Subcommittee Chairs.

The Selection Committee will select at most three and at least two award candidates, who will be invited to deliver a VSPC Rising Star talk at VCIP later in the year in the field of visual signal processing and communications.

The Rising Star Award may not be given in a specific year if the Selection Committee concludes that no nomination reaches the required standard.

Winner(s) Evaluation Process

The Rising Star Award will be attributed to a single winner, or to two winners under exceptional circumstances.

The winner evaluation process is managed by the VSPC TC, which represents the diversity of topics in visual signal processing and communications and follows transparent procedures and criteria.

Multiple assessment criteria will be considered, including:

  1. Most relevant past academic and industrial achievements and publications in the field of visual signal processing and communications research and applications
  2. Created and anticipated academic and non-academic impact of the candidate’s work in the field
  3. Professional service record
  4. Contributions to the future evolution of visual signal processing and communications
  5. Other pertinent accomplishments highlighted in the nomination materials
  6. Impact and contribution to the VSPC TC in terms of research and service
  7. Topic of the VCIP VSPC Rising Star talk, particularly its relevance to the field of visual signal processing and communications research and applications
  8. Quality and impact of the VCIP VSPC Rising Star talk

After the candidates’ VSPC Rising Star talks at VCIP, which should ideally take place on the first day of the conference, an Evaluation Committee will select the winner(s) by majority vote.

The Evaluation Committee will be chaired by the VSPC TC Chair and formed by the VSPC TC Secretary, the VSPC TC Award Subcommittee Chairs, the VCIP General and Technical Program Committee Chairs who are present at VCIP, and the VSPC TC members present at VCIP. If a nominee is a VSPC TC member, they may not serve on the Evaluation Committee.

The IEEE Circuits and Systems Society and the VCIP Organizing Committee will present a certificate to the Visual Signal Processing and Communications Rising Star winner(s) during the VCIP Awards Ceremony.
